try using open source web design or http://oswd.org ... the templates there are free and awesome..

I think the best are from oswd.org but if you're using WordPress or something similar, you can find really amazing free WP themes all over the place. Let us know what you're looking for specifically and I'm sure we can all come together ot find some awesome resources!
