The best way to link exchange is to find a site that is similar to yours. If you offer graphics, find a site that does the same. Then, Google will notice the same keywords on their site as your's, and that will be good for both you and the other site.

It's very hard to find a fair link exchanges these days. Most would like to have their links in your homepage but you links in their sub pages.

Well, un-relevant links would have nothing to do with traffic really! In the case of a link exchange, if the site that placed your link has traffic going to that site than you may get some of that benefit is all!

Tip:Before you exchange your link, check the PR of the page where your link will be placed. Although some will not consider this, It is nice to be fair.

I've noticed this as well. Either that, or they have a system that decides whether you'll stay on the main pages or not if you can send them enough traffic.
