Google Pr is the a numeric value from 0 to 10 ...
Google provide the PR to only those site which have a nice content and are search engine friendly.

As I understand it, the toolbar pr is derived from the "real" pr by a two step process: first the logarithm (base unknown, speculation seems to cover the range of 6 to 20) is taken, and secondly it is either truncated or rounded.

This combined process causes an immense loss of information.

PR firms today aren’t much different than corporate lawyers. They are paid to perform a service. They like to think of themselves as core to the strategic action of their clients. But more often, they’re just there to spin whatever happened in the most favorable light possible. Then they smile and dial and pray for coverage. Occasionally they are called in to smother a story, which is mildly more exciting, I imagine. But when a CEO is wondering what she should do next to drive her business forward, she generally doesn’t call her PR firm for advice. Or at least I hope she doesn’t.

I think you are referring to the PR differences with the toolbar scores because many people believe that the toolbar PR scores could be sometimes not very updated and accurate while the real Google's databases PageRank digits could be different. Anyway, the PR is the score Google gives to the websites based on some sort of link calculation, of course many times some low PR sites could be doing wonderfully well over the net.

PR stands for different things like Page Repute, Personal Relations e.t.c. But Google PR means that how Google rates you for the relevance you have for all your backlinks coming towards your site. Also depends on the PR of B site for your A Site.
