When choosing an SEO firm, is there a resource that can tell what firms are 'white hat' and if an group has done anything improper that could screw up my site? I guess the questions is, where do you for recommendations when choosing?

The SEO company will give you a site analysis and what they can do to your site to improve it. You can ask for specific activity and a goal for your site. You will know if the goal is attainable in a span of time. Then if you think that it is not possible then they MIGHT using black hat strategy.
