Make sure that the sites you are in are quality sites as well!

Just about any way to get a link back to your site is good.
Make sure that the site having your link is a decent site and no adult, gambling, warez or a spammy site.
Stay away from link farms when exchanging links.
Forum signature links are good also (I would say great, but others disagree with me).
Articles are okay, if they are unique! In other words, write them yourself or have a good reliable article writer do the job.
Never use all those thousands of articles being given away or sold cheap.

If you want to increase Page Rank, make sure you get your link in sites that have PR ranking. It is useless to have backlinks coming from sites that doesn't have any PR at all as Page Rank calculation is based a share of the PR sites that have your links in them.
