Yes they can but it has to do with a few factors!!
You need to research the site that it was before and try to stay as close as you can to the Relevancy!!! I have done it many times before!!

I don't care what anyone says, it is a little bit of luck too!! Goog doesn't run 100% and they will tell you that!!

Since PR is based on backlinks, there is a good chance an expired domain may not have been noticed by the sites linking to it, so it can keep it's PR if one is careful. Alexa goes by traffic, so again it would depend on how many backlinks still work, but it has to be maintained back to a site, otherwise those backlinks will eventually figure it out. One thing that can really affect backlinks when it expires is the fact that some have auto checkers that will notice when their links is no longer found.
