I think this is a good move on Pay Pal's part.
Here in the USA it is absolutely sickening the amount of browsers that are turned in to phishing sites! Heck, I had a little virus last week and if i wasn't in the business i might not have noticed this one! I know that Pay Pal can be a pain in the butt sometimes but it is still my favorite!

Good move from paypal. Other sites which deal with sensitive information should follow this step imho.

I think that this will also save PayPal's employees time, and save money.
Because more scams, and etc within clients accounts, will just cause more fustration with the employees to track the transfer, and none the less, the client themselves.
