Gentlemen,
I need to create a blog aggregator where blog owners can summit there blogs for free.

Please which software is the best for this project, i want a paid software because the free ones don't have a regular updates.

Your link is for only Wordpress blogs, i want something that will accommodate all blogs software like blogcatalog.com i want to create something similar to blogcatalog where all blog owners can submit there blogs for free, in short a blog directory.

Any help?

For a pure blog category, you can use phpld directory script.

The site you mention is in all probability a custom built script and site.

Or you can use something like pligg to have a social site just for blogs.

Your best bet for a quotation is to visit a site like sitepoint.com and post a request.

There's a script for this. Or maybe you can try drupal.
I heard that it can be easily modded into many kind of web form.
