Default WHOIS and legal issues

If you look up any domain on whois.nic-se.se, you will get the
following blurb:

# Copyright (c) 2002 NIC-SE. All rights reserved.
# Any use of this material to target advertising or
# similar activities is forbidden and will be prosecuted.
# If any of the information below is transfered to a third
# party, it must be done in its entirety. This server must
# not be used as a backend for a search engine.
Now, the first line doesn't mean a lot, only that _if_ there are
any intellectual property rights involved here, they belong to
NIC-SE, and the presentation was presumably published in 2002.

The other lines above have no basis in copyright law, and it's
unclear to me what other law they may be referring to or who
will be able to prosecute offenders.

Conditions for this search facility

The information in the search database and the result
of any search is protected by copyright, ?? NIC-SE.
The result must not be used for commercial purposes.

The search is intended for looking up information
concerning specific domain names and their owners.
It is not permitted to attempt to download information
about multiple domain names in order to create another
database. All searches are being logged with information
about the origin of the search. Too much activity will
result in the address being blocked from further searches.

The rules for this are:
* More than 200 lookups during a day --> block for a day
* More than 500 lookups during a week --> block for a week
* More than 1000 lookups during a month --> block for a month

When I look up a domain name, the result page begins with a text in
Swedish saying the same as the one provided by the whois.nic-se.se
server in English, and then the following:

The number of lookups allowed is limited, and abuse of
this service will result in the abuser being blocked from
accessing it.

For domains not owned by a legal (corporate) person, only
limited information is provided in accordance with current
legislation. This affects the result for natural persons
(private individuals) and non-incorporated businesses. In
those cases where it is not possible to determine that the
owner is a legal person (corporate body), the owner will be
treated as a private individual/non-incorporated business.
Data not shown is replaced with "(not shown)".
